Foreign vehicles with unpaid Singapore fines to be denied VEPs from 2 November
From 2 November 2026, foreign-registered vehicles with outstanding fines for traffic, parking or vehicular emissions offences committed in Singapore will not be able to apply for or renew their Vehicle Entry Permit (VEP) with the Land Transport Authority (LTA), the Singapore Police Force (SPF) has announced.
The change was flagged alongside the results of a multi-agency operation at Singapore’s land checkpoints from 28 to 30 September 2026. Over those three days, 265 foreign motorists with outstanding fines were stopped as they entered Singapore and directed to settle their fines for vehicular and traffic offences. More than $639,000 in outstanding summonses was recovered.
The operation was led by the Traffic Police and supported by officers from the Immigration & Checkpoints Authority, the Housing & Development Board (HDB), LTA, the National Environment Agency (NEA) and the Urban Redevelopment Authority (URA). The police said Singapore takes a serious view of foreign motorists who commit offences here and do not settle their fines, that such operations are conducted regularly, and that motorists with outstanding traffic, parking or emissions fines may be denied entry into Singapore.
All foreign-registered vehicles must hold a valid VEP to enter Singapore, so the new rule covers every foreign-registered vehicle entering Singapore, not just private cars. For companies that run foreign-registered lorries, vans or buses into Singapore, an unpaid summons on a vehicle could hold up its permit application or renewal from 2 November. Operators may want to clear any outstanding fines across their fleet before permits next fall due, rather than discover a problem at the point of renewal.
The police advised foreign motorists to check whether they have any outstanding fines at www.axs.com.sg before applying for or renewing a VEP and before entering Singapore. Fines can be paid through AXS kiosks, the AXS website and mobile app, the respective agencies’ websites, or the agencies’ customer service counters. Accepted payment methods differ by agency and are listed in an annex to the police release.
Motorists who want to clarify an offence can contact the Traffic Police on 6547 0000, LTA on 1800 225 5582, NEA on 6225 5632 or URA on 6329 3434, while HDB takes enquiries through its online feedback form. The police also reminded all motorists to keep to speed limits, obey traffic signals, pay ERP and parking charges, park legally and keep within emissions limits. Further details of the VEP policy are available from the Ministry of Home Affairs.
