Four Heavy-Vehicle Drivers Charged Over Speeding; Lorry Speed Limiter Mandate Looms

Three bus drivers and a cement mixer operator face court on 29 September for speeding offences recorded between March 2025 and July 2026, with speeds as high as 89 km/h in a 60 km/h zone. Charges fall under Section 63(4) of the Road Traffic Act, carrying fines up to $2,000 and possible jail time for repeat offenders. SPF also flagged that speed limiters will soon be mandatory for lorries between 3,501kg and 12,000kg maximum laden weight — a compliance deadline fleet operators should plan for now.

New Bus Conduct Rules Take Effect 23 September, With Fines Up to $5,000

LTA will enforce new conduct rules on public buses and at interchanges/terminals from 23 September 2026, targeting nuisance behaviour such as feet on seats, loud audio playback, littering, and eating or drinking, with fines up to $500. More serious infractions — causing obstruction or soiling facilities — carry fines up to $5,000. Authorised operator staff can issue notices, though bus captains keep primary responsibility for safety.

Traffic Police Fine Over 100 Motorists in Three-Day Expressway Crackdown

Traffic Police ran a three-day enforcement operation across expressways from 14 to 16 September, stopping 102 vehicles and issuing 104 summonses for offences including speeding and stopping on the road shoulder. Checks covered heavy vehicle and private bus drivers alongside cars and motorcycles, and three motorcyclists were arrested for driving without a valid licence or insurance. Fleet operators should note road-shoulder stops and speeding remain top enforcement priorities on expressways.

North-South Corridor Opening Delayed by Two Years on Ground Conditions

LTA has pushed back the North-South Corridor’s completion timeline: the viaduct section now opens in phases from 2029 (previously 2027), and the tunnel section from 2031 (previously 2029). The roughly two-year slip comes from harder-than-expected rock and groundwater conditions at Gambas Avenue/Woodlands Avenue 8, Novena, and Thomson, which forced slower mining and stabilisation methods to avoid disrupting the operational North-South MRT Line running beneath. LTA says surface disruption should ease from 2027 as works move underground, with roads and footpaths progressively reopened from 2028 as sections complete — fleet operators routing through the corridor should plan for construction impact to run longer than originally scheduled.

LTA Launches New Lodgement Service for Overnight Heavy Vehicle Parking

From 15 September 2026, heavy vehicle owners can lodge overnight parking at private, non-residential premises via the OneMotoring Digital Service, with proof of parking consent and no fee, each lodgement valid for up to two years. Owners still can’t park on public roads or in residential areas, and LTA says enforcement against indiscriminate heavy-vehicle parking will step up.

LTA, MOT and Police Tighten Rules on Deregistered-Vehicle Disposal

LTA, the Ministry of Transport and the police announced tougher rules after cases of illegally-circulated deregistered vehicles jumped from 75 in 2024 to 245 in 2025. A new Authorised Exporter Scheme will require deregistered vehicles to be disposed of through certified channels, the disposal grace period shrinks from one month to 14 days with daily fines of up to S$500 for late disposal, and maximum penalties rise to S$20,000 and/or two years’ jail, doubled for repeat offenders. Fleet operators retiring commercial vehicles should note the shorter disposal window and stricter export requirements.

September 2026 First COE Bidding: All Categories Up, Cat A Sets New Record

Singapore’s first Certificate of Entitlement bidding round of September saw premiums rise across every category. Category A (smaller cars/EVs) closed at a record S$133,009, beating the previous high set in July. Category C — goods vehicles and buses, the category commercial fleet owners watch most closely — rose 3.44% to S$93,101, while motorcycle COEs (Category D) jumped over 11% to S$12,556.

Road Closures and Transport Arrangements for F1 Singapore Grand Prix 2026

LTA published its transport plan for the Formula 1 Singapore Grand Prix (9–11 October 2026). Roads around Marina Centre and the Padang close for seven days (7–13 October) to build and dismantle the circuit, though select corridors reopen at fixed times to keep traffic moving toward Orchard Road and Shenton Way. Train services on the North-South and East-West lines run later than usual on race nights, and motorists get only limited, route-specific access to Marina Centre during the closure.

LTA Cuts Heavy Vehicle Zero-Emission Scheme Incentive for Lighter Trucks

LTA reduced the Heavy Vehicle Zero-Emission Scheme grant for lighter zero-tailpipe heavy vehicles (3,500kg–7,000kg) from S$40,000 to S$15,000, paid as S$5,000 at registration and S$5,000 annually after. LTA’s reasoning: the price gap between these trucks and diesel equivalents has narrowed enough to justify a smaller subsidy. Heavier vehicles above 7,000kg keep the full S$40,000 grant, since that cost gap remains wide — a direct, near-term consideration for any commercial fleet operator timing a truck purchase.

Revised ERP Rates From 7 September 2026 — Orchard Cordon Charging Resumes

LTA announced that ERP charging on the Orchard Cordon (11 gantries) resumes on weekdays from 7 September, at S$1 per Passenger Car Unit during 11am–7pm, after having been set to zero since October 2025. LTA said traffic speeds in the area have stayed below target since charging was removed. It’s also monitoring Saturday congestion around Orchard and considering extending ERP hours on the CTE (towards AYE) before Braddell Road due to persistent morning jams.

LTA’s Stroller/Wheelchair Priority Bay Trial Draws Disability-Group Pushback

LTA’s “First to Board, First to Use” trial (April–October 2026, on 10 bus services) lets wheelchair users, other mobility-aid users, and parents with strollers share the same priority boarding bay. Disability advocates and wheelchair users objected, arguing a wheelchair “doesn’t fold” the way a stroller does and that they risk longer waits as a result. LTA said it has observed no conflicts during the trial so far and will gather further feedback before deciding on next steps.

LTA Studies Bus Rapid Transit System for Tuas South

LTA is assessing a Bus Rapid Transit (BRT) system for Tuas South to give workers faster connections to MRT stations, an idea Transport Minister Jeffrey Siow raised alongside the Cross Island Line Phase 3 announcement. The area currently relies mainly on the East-West Line, and LTA has noted job candidates have missed Tuas Port interviews due to how hard the area is to reach. Two options are being weighed — conventional articulated buses or tram-like guided vehicles — with a feasibility outcome expected by 2027, relevant to any logistics or warehousing operator based in the Tuas corridor.

Cat C (goods vehicles/buses) was the sole faller, down S$1,543 to S$90,002.
